Details of the agreement between Andorra and the European Union
Andorran passport equated to those of EU member countries
One of the main uncertainties was whether the Andorran passport would be treated the same as those of the EU member countries. Landry Riba confirmed that this will indeed be the case, also facilitating the procedures for obtaining residence permits in Europe and guaranteeing similar rights to European citizens in terms of mobility.
Health benefits of the association agreement
Xavier Espot addressed another important issue related to the health system and how the agreement will affect Andorran citizens when using medical services in other European Union countries. The Head of Government assured that they will be able to enjoy health coverage on equal terms as nationals of the country they are in, using a specific health card for this purpose.
No changes in obtaining Andorran nationality
In regards to doubts about whether the association agreement could lead to changes in the conditions for obtaining Andorran nationality, Espot clarified that these aspects are not affected by it. Therefore, the number of years required and the possibility of having dual nationality without restrictions will remain the same after the implementation of the agreement.
Impact on housing and economy after the association agreement
The Head of Government was also questioned about how the agreement might influence the housing situation in Andorra, a problem that has required urgent attention for some time. In this sense, Xavier Espot explained that the current unfavorable situation is a product of high labor demand and as long as traditional sectors continue to drive the national economy, this pressure will be maintained. He added that although the Association Agreement will not directly resolve these issues, it can be used as an instrument to boost economic activity and relieve such pressure.
Andorran tax regime post-agreement: It was clarified that the Andorran tax regime, including VAT, is excluded from the Association Agreement, so there will be no mandatory changes regarding taxation.
Tax increase: Regarding concerns about a possible tax increase, Xavier Espot assured that if the decision is ever made to increase them to the level of other European countries, it will be a sovereign action taken domestically.
Future and sectorial presentations
For those citizens who did not have the opportunity to participate in this public presentation, the Head of Government hopes that more similar events will be held, and even others more focused on specific sectors, to address all the concerns and questions of the Andorran people regarding the future relationship with the European Union.
